Ruckus makes speaker adjourn the House

PNS

Probably for the first time Uttar Pradesh Vidhan Sabha witnessed members raising anti-Modi and anti-Rahul Gandhi slogans as Congress and BJP members created pandemonium over central land Acquisition Ordinance prompting Speaker Mata Prasad Pandey to adjourn the House for the day after his appeal to maintain decorum fell on deaf ear.

First the question hour was disrupted as Congress and BJP members entered the well of the House and later the House was adjourned for the day without taking up the debate on the general budget and the adjournment notices. It all started with the question hour when Anugrah Narain Singh (Congress) and Dr Dharam Pal Singh (BSP) asked whether Union Government had taken suggestions from state government while passing The Right to Fair Compensation and Transparency and land Acquisition , the Habilitation and Resettlement (Amendment) Ordinance, 2014 from State Government.

The BJP member vehemently opposed the issue claiming that as the lok Sabha has passed the Ordinance the matter could not be discussed in the state assembly. Dr Radha Mohan Das Agarwal  (BJP) clarified that as the matter do not relate to UP hence the House cannot take up the question. BJP leader Suresh Khanna claimed that the new amended land Ordinance Act has been passed by lok Sabha. Thus, discussion on old Ordinance was not justified.

But Speaker Mata Prasad Pandey ruled that as the Ordinance was still pending in the Rajya Sabha and it has not become an Act it could be discussed in State Assembly. As BJP was opposing Speaker’s ruling the Congress entered the well of the House. The Congress members started shouting slogans “Modi - Kisan Virodhi” and sat on dharna in the well of the House. The BJP countered congress slogans shouting “Bhag gaya bhi Bhag gaya – Rahul Gandhi Bhaag gaya”.

The treasury bench members, however, enjoyed the verbal dual between the Congress and the BJP and did not intervene. Earlier, UP PWD minister Shivpal Singh Yadav admitted while replying that the Ordinance had amended several sections. The minister, however, said the state government has not given its onsent on the Ordinance.

Anugurah Narain Singh (Congress) said that the Ordinance was brought to benefit the industrialists which is an anti-farmers act of the Narendra Modi government at the Centre. He also alleged that the amendment was made just before the visit of US president Barack Obama, which shows the government is dancing to the tunes of the Western forces. The House was first adjourned for 25 minutes and when the House re-assembled, the Congress and BJP members continued their stir in the well of the House.

leader of the opposition Swami Prasad Maurya said that there is a nexus between the BJP and the Congress and both of them do not want discussion on this subject. He also opposed the land Acquisition Ordinance saying it as anti-farmer. Speaker tried to persuade the members to end their protest and let the House function. State Parliamentary Affairs minister Azam Khan too appealed to the members to let the House function. AS the pandemonium continued Speaker rushed through the agenda and adjourned the House for the day.
