The lokayukta, Justice (Retired) NK Mehrotra, finally sent a ‘special report’ to Governor Ram Naik on charges against Dr Sangeeta Aneja of “illegally” holding charge of principal of proposed medical college in Saharanpur.

Dr Sangeeta Aneja’s husband, Dr GK Aneja, was also holding dual charges. The lokayukta has already registered a case against Dr Sangeeta Aneja and two other senior bureaucrats, who facilitated the lady doctor to became acting principal of the medical college in Saharanpur even when she failed to meet the eligibility criteria.

Justice (Retired) Mehrotra had earlier sent a report to the state Government recommending removal of Dr Sangeeta Aneja from Saharanpur on the grounds that she could not hold two government assignments at the same time and as per rules, her appointment in Saharanpur medical college was illegal.

“As the Government has so far failed to initiate any legal proceedings against Dr Sangeeta Aneja, I have sent a report to Governor Ram Naik, requesting him to get the Action Taken Report (ATR) on the matter presented in the state Assembly,” Justice (Retired) Mehrotra disclosed on Wednesdayafternoon.

It may be mentioned that a complaint was made that the state Government overlooked the laid down norms to facilitate Dr Sangeeta Aneja’s appointment as principal of medical college in Saharanpur. She was working as professor in Meerut Medical College but had not completed five years’ term as professor, which is mandatory for appointment as principal.

Sources said the lokayukta had sought a report in this regard from Special Secretary (Medical Education) Subash Chandra, who reportedly replied that one could be appointed temporary principal even when the incumbent did not have five years’s experience as a professor.

Subsequently, Justice (Retired) Mehrotra sought the Medical Council of India’s views on whether the rules were violated to appoint Dr Sangeeta Aneja as principal of the proposed medical college in Saharanpur.

The MCI reportedly informed Justice (Retd) Mehrotra that there was no separate rule for appointment of acting or temporary principal of a medical college and the rules laid down for appointment of full time principal applied also to acting or temporary principal.

On the basis of the MCI report, the lokayukta found open violating of laid norms and get a case registered against Dr Sangeeta Aneja, along with then principal secretary (medical education) JP Sharma and special secretary (medical education) Subash Chandra.

It may be mentioned that Aneja’s husband is also working on two posts, one as Additional Director in Medical Education in lucknow and other as Head of Medicine Department in Meerut Medical College. The Government so far also not removed him from one post.
