Transfer troubles

SN Shukla

Sir — This refers to the report, “Babus’ body urges Centre to protect honest IAS officers” (March 9). As a former Secretary of the Central IAS Association, I say that the burning issue requiring the attention of the Union Government, is the malady of premature transfers of officers. This affects their morale and hurts governance. At the time of creation of the IAS and the IPS and during the framing of the Constitution, it had been emphasised that “there should be good guarantee of security” of the officers. Over the years, this sage advice has been forgotten.
