Implementation failure

KS PADMANABHA

Sir — After facing a backlash, the Reserve Bank of India (RBI) has amended its order on deposit limit of Rs5,000 and has also said that the ‘Know Your Customer’ account holders will not be questioned. But the barrage of confusing and contradictory rules, notices and announcements, pouring forth from the RBI and also the Finance Ministry, ever since November 8, is symptomatic of an administration floundering to deal with the fallout of demonetisation. One estimate puts the number of such notices at 59, while the Congress has counted 125 proclamations so far. Whatever the intent, execution has been botched up, leading to high economic and human costs.
