Cultural integration

SC Panda

Sir — litigant Ashwini Kumar Upadhyay’s plea, with reference to the three-language formula of the Official language Resolution of 1968, while emphasising on the obligation of the non-Hindi speaking States to teach Hindi in schools, conveniently downplays the obligation of the Hindi-speaking States to teach a modern Indian language (preferably a south Indian language).

The implementation of the three-language formula in this context has been poor in Hindi-speaking States which have offered languages like Sanskrit in place of a modern Indian language. Upadhyay and also fellow activists are well advised to focus on this aspect of the non-implementation in the Hindi speaking States. This could serve to further the cultural integration of India.
