CBI shackled

MC Joshi

Sir — This refers to the report, “After PM, PC warns CBI against spreading wings”, and the editorial “An advice, or a warningIJ” (November 13). The Central Bureau of Investigation is required to probe into cases of corruption against the same Government under which it is placed. It is manipulated to the extent that the Supreme Court has called it a “caged parrot”. The Prime Minister has asked the CBI not to look into policy decisions of the Government, while Union Minister for Finance P Chidambaram said, “There are a number of cases where investigating agencies, and other authorities like the CAG, have overstepped their limits and attempted to convert bona fide executive decisions into either crimes or abuse of authority.”

The UPA Government’s major corruption cases are being investigated by the CBI after the Comptroller and Auditor-General exposed the scams. The CAG is the constitutional watchdog of the public exchequer, mandated to look into the accounts of the Government and report losses incurred due to poor policy-making. The allotments of 2G Spectrum licences and coal blocks were not unintentional mistakes of policy, but intentional decisions to misappropriate national resources. The Prime Minister and his Finance Minister have virtually asked the CBI to look the other way when it comes to Government wrongdoing.
