Avoiding rules

Abhay

Sir — This refers to the article, “A linguistic, cultural outlook to English” (March 30) by Avatans Kumar. Is there any regulatory body in the world which is responsible for framing rules for grammar and pronunciation of wordsIJ I ask this because it is seen that people often face the dilemma of either spelling a word according to their own will, keeping in mind that it does not sound awkward, or they have to necessarily spell it the way the heralds of English grammar have set it to be for the world.

Similar is the question about set and predefined pronunciation rules. So, can one avail the liberty of speaking words according to one’s own will, or will one have to follow hard and fast rulesIJ I think it will be a great relief for a lay English speaker to incorporate easy grammar rules and enjoy his liberty of speaking the language at his ease.
