Anti-rape Bill must lead to a strong legislation

Harish K Monga

The delay in passing the Criminal law (Amendment) Bill 2012 is understandable if the law that comes into force is a strong and stringent one. Still, the delay seems odd, especially when there is a consensus in the country that the existing laws are insufficient to respond to rape cases which need to be dealt with expeditiously and sternly.

It is a good thing that the Union Government has decided to retain the age of consensual sex at 18 years, and water down the penalties proposed for sexual offences such as stalking and voyeurism, following apprehensions by law-makers of its misuse.

Ultimately, while this delay is trying, one must acknowledge that the process of enactment of law in a democracy is a lengthy one that involves discussion and debate. But it is precisely because so much thought goes into its legislation, that the final product is strong. Meanwhile, people’s pressure for justice is a step in the right direction.
