This refers to the article, “Minimum Government, maximum governance” (April 4) by Joginder Singh. Unless the Union Government decides to rejig the recruitment policy, there will be little change in the nature of governance. Public participation in governance must be widened by direct entry to professionals from the private sector in the bureaucracy, especially at middle-levels.
India must not debar the contributions that new talents can make. In fact, when these new faces, with greater competence, join the Government at the middle-level, the entire image of the Government will change.
