This refers to editorial, “Kashmir peace fragile” (February 24 ). The Pampore attack is indicative of a deeper malaise in Jammu & Kashmir. The need of the hour, therefore, is to have a Government in place as the border State is prone to frequent attacks. India must go ahead with resumption of talks with Pakistan only when the latter takes action on the Pathankot attack.
