The Jharkhand government will initiate the systematic disposal of government vehicles that have completed 15 years of service through Registered Vehicle Scrapping Facilities (RVSFs), in accordance with guidelines issued by the Union Ministry of Road Transport and Highways (MoRTH).

Transport Secretary Rajiv Ranjan announced the plan at a meeting with state-level nodal officers from various departments at Project Building in Ranchi on Wednesday. He stressed the need for coordination among departments to ensure a transparent and streamlined process.

Ranjan said the first step would be to identify vehicles eligible for scrapping, particularly those that are no longer roadworthy or economically viable to repair. These include accident-damaged vehicles and those lying unused for long periods at police stations, as well as obsolete vehicles belonging to other government departments.

He said the initiative was not merely about removing old vehicles from government fleets but also about improving resource management, promoting road safety, protecting the environment and ensuring transparency in public administration.

The secretary added that departments would also be able to benefit from the prescribed financial and revenue provisions associated with vehicle scrapping. Taxes payable through the Transport Department after the scrapping process would be deposited in the state exchequer.

He asked departmental nodal officers to understand the prescribed procedures and ensure their implementation. Departments facing technical difficulties or doubts at any stage could seek assistance from the Transport Department, he said.

Representatives of MSTC and Registered Vehicle Scrapping Facilities made a step-by-step presentation on the process. They explained registration through the MSTC and Government e-Marketplace (GeM) portals, uploading vehicle details, conducting auctions and handing over vehicles to registered facilities for scrapping.

The presentation also covered the documents required, departmental responsibilities and procedural requirements.

Nodal officers nominated by various state departments, along with representatives of MSTC, GeM and registered vehicle scrapping facilities, attended the meeting.
