With each passing day the list of disputes between the dueling States of Telangana and Andhra Pradesh is growing. While the political leadership of the two States is locked in a fight over cash-for-vote scandal and alleged phone tapping and giving special powers to the Governor over Hyderabad, the administration is involved in rows over a range of issues including the deployment of police force and control of Government institutions.

In a fresh flare up between the officials of the two States, Government of Andhra Pradesh appointed its IAS officer Mukesh Kumar Meena as the Director General of Centre of Good Governance at Hyderabad while already a Telangana officer occupies the position. This fight has become the symbol of the struggle between the two States to control the institutions included in the schedule X of the AP State Reorganisation Act. As per the law the 142 institutions included in the list automatically belongs to the State where they are located. By virtue of this Telangana Government controls all the major institutions located in Hyderabad, which has become a quarreling point for Andhra Pradesh.

As soon as AP Chief Secretary IYR Krishna Rao issued orders appointing Meena as the Director General, Telangana administration swung in to action and deployed additional police forces around the CGG in Jubilee Hills area to stop AP Government officer from entering the campus. The drama unfolded at a time when the Director General of CGG K Ramakrishna Rao appointed by Telangana Government was away in the United States.

As the police and the media waited for four hours Meena did not turn up but officials say that with AP Government continues to press its claim row over CGG was unlikely to end.
