The Comptroller and Auditor General (CAG) has detected huge irregularities in the implementation of various Government schemes in Bihar including execution of Mahatma Gandhi National Rural Employment Guarantee Scheme (MNREGS) and Pradhan Mantri Gram Sadak Yojna (PMGSY) for the year ending March 31, 2012.
Though without elaborating much on the findings of the CAG report for the year ending March 31, 2012, Accountant General (Audit) PK Singh told newspersons in Patna on Thursday that irregular award of work worth Rs 853.45 crore to the ineligible contractors resulted in the dismal execution of Pradhan Mantri Gram Sadak Yojana in seven divisions of the State.
Due to the irregular award of work to the ineligible contractors, not even a single road was fully completed even after incurring expenditure of Rs 1,19.77 crore during the period. Similarly, imprudent decision was taken to invest Rs 268.71 crore allocated under the Mukhya Mantri Kanya Suraksha Yojana in a mutual fund without instituting any monitoring mechanism thus exposing the scheme to market risks.
Prior to the media briefing, State Minister Vijay Kumar Choudhary had tabled the CAG report in the pre-lunch session of the State Assembly during the day. The CAG report on the MNREGA has found that 1.34 crore households were registered, however, jobs were provided only to 34 per cent registrants on an average from 2007-12. Bihar was deprived of grant of Rs 9,684.24 crore under MNREGA during 2007-12 in shape of Central share due to less creation of man-days.
