Congress on Monday expressed concern in the Rajya Sabha over the Government not discussing crucial issues even after listing them in the House. Digvijaya Singh (Congress) said his substantive motion to discuss role of Goa Governor was admitted but the date and time for its discussion in the House was yet to be decided.
He raised the issue when the House met for the day and claimed he was being asked to change the substantive motion into a discussion. Deputy Chairman PJ Kurien, however, refuted the allegation and said the motion was admitted by the Chairman.
The House can discuss the role of a Governor only after a substantive motion is moved and Singh said he had moved it last week. However, the date was yet to be fixed for the discussion and repeatedly sought to know from the Chair about the timeline.
Kurien said proper procedure has to be followed even after the motion is admitted and informed Singh that the date has to be fixed after consulting with the leader of the House. Singh said Minister Arun Jaitley is the leader of the House and since he is present in the House, he should make the situation clear. Jaitley, however, refrained from responding.
