Even as both the Houses of Andhra Pradesh legislature remain paralaysed for second consecutive day over Chief Minister N Kiran Kumar Reddy’s notice to reject the State bifurcation Bill, Speaker N Manohar summoned the Business Advisory Committee to take a call on the issue.

Both the Houses had to be adjourned for the day without transacting any business as the protagonists of united State and the supporters of Telangana State continued to clash verbally and shouted slogans against each other.

While the members from Seemandhra regions wanted a resolution to be passed rejecting and returning the State Reorganisation Bill, members of Telangana region wanted the Chief Minister’s notice to be rejected.

In both the Assembly and the Council it was replay of Monday’s situation as the  Telangana members including some Ministers rushed to the well shouting slogans. They reached the podium of the Speaker and demanded the rejection of the Chief Minister’s notice.

In his notice the Chief Minister demanded that the House should pass a resolution rejecting the Bill.

“I appeal to the members to resume their seats,” Speaker repeatedly appealed to the members to restore the order. But when it fell on deaf ears, he adjourned the House twice for one hour.

Third time he announced adjournment of the session for the day. As this left only three days for the debate on the controversial Bill, the Chief Minister shot off another letter to the President of India Pranab Mukheerji to extend the time limit for the debate by three weeks. Sources said that the Chief Minister pleaded with the President for more time on the debate on the ground that many members were yet to express their views.

The Chief Minister also raised the question whether the Bill before the Assembly was a draft or final version of the Bill. “The Bill which will be presented before Parliament should be sent to the Assembly,” the Chief Minister wrote in the letter.

The Chief Minister said that the Bill sent to the Assembly should have full information.

This is second time that the CM has sought extension of time limit. Earlier the President had extended the deadline by one week till January 30. A similar letter was also sent to the President by the Seemandhra MlAs of Congress party seeking three weeks’ extension in the time limit. They marked the copies of the letter to the Speaker and the Chief Minister.

The Chief Minister and leader of opposition N Chandrababu Naidu did not attend the business advisory committee meeting on Tuesday evening.
