The two prominent Opposition parties,  Bahujan Samaj Party (BSP) and Bharatiya Janata Party (BJP) staged a walkout separately from the legislative Council after they were unconvinced over the reply of the Government on issues of non-payment of cane dues to farmers and law and order.

The issue of law and order was raised by BSP members led by Naseemuddin Siddiqui through adjournment notice demanding a debate during Zero Hour. Siddiqui alleged that there was “Jungle Raj” in the State as incidents of murder and rape were taking place frequently. He demanded that a two-hour discussion should be held on the issue during which leader of the House, Ahmad Hasan should informed the House about the growing crime rate. However, when Hassan denied the allegations, the BSP members were dissatisfied and staged a walkout raising slogan against the government. later, rejecting the notice, Chairman Ganesh Shanker Pandey asked the government to take action against those guilty in incidents cited by the BSP members. The BJP leaders also raised similar issue through a separate notice and later dissatisfied with the reply of the Government also staged a walkout.

In another notice, the BSP members raised the issue of non-payment of cane dues to the farmers as well as not increasing support price of sugarcane. The government, however, once again denied the charges and said that the government was fully committed for welfare of the farmers. Dissatisfied with the reply of the Government, the BSP members again walked out of the House. The chairman while rejecting the notice asked the Government to take effective measures for payment of cane dues.

Earlier, BSP leader, lokesh Prajapati raised privilege motion alleging that a sub-inspector Subash Chandra, posted at Bhawanpur police station in Meerut, had reached his village and misbehaved with him.

He demanded action against the cops and to get a case registered in the matter. leader of the House, Ahmed Hassan while showing his concern over the issue said that the government would get the matter probed and punished the guilty. However, leader of Opposition, Naseemudin Siddiqui raised objection and demanded that at least an enquiry has been constituted by the government and the guilty cops should be sent outside that zone. later giving the ruling on the issue, chairman,Ganesh Shankar Pandey asked to get the accused cops posted out of that Zone and also to get the matter probed by divisional commissioner for further action.

Senior leader Om Prakash of Teachers Group also raised the issue of highly contaminated water of River Krishna in the Western UP towns-Muzaffarnagar, Bagpat, Saharanpur etc, and alleged that a media report suggests that the water is causing cancer to many local residents there. The Teachers Group also  raised the issue poor services condition of teachers in the State.
