Emphasising on the State Government’s focus on improving Human Development Index (HDI), Gujarat Chief Minister Anandiben Patel called senior Government functionaries to prepare vision document on the deliberations and group discussions during the three day ‘Chintan Shivir.’

Inaugurating the 8th ‘Chintan Shivir’ on Friday at Mahatma Mandir in Gandhinagar, the Chief Minister called for establishing Gujarat’s administrative work culture as a role model of good governance through concerted, compassionate and competent commitment, keeping common man at the centre of all projects and procedures.

“The Government prepares plans and policies for the people’s welfare. There is need for result-oriented solutions to the problems for the ultimate welfare of the people. Suggestions should be included from time-to-time in the process,” said Patel.

The three day annual event - Chintan Shivir - was the idea of Prime Minister Narendra Modi when he was Gujarat Chief Minister in order to make the State administration efficient and proactive. The 8th edition is being attended by the Council of Ministers, senior Secretaries, Collectors, District Development Officers (DDOs) and other IAS officers at key posts.

It is focused on raising the Human Development Index of districts and even talukas, she exuded confidence the Vision Document would involve the needs of the last man, too. She said the last man needs toilets, cleanliness, health facilities and nutritious diet more than others.

According to her, experiments successfully carried out at the district and at the field levels in diverse sectors should be shared and replicated.

The Chief Minister suggested that the system of rewarding and honouring district collectors and DDOs for their singular works be extended to taluka level officers and even Class IV employees. And for that she said the achievements of the taluka level should be discussed at the State-level Chintan Shibir.

Chief Secretary GR Aloria attributed the widespread discussion and acceptance of the Gujarat Model of Development across the country in different forums partially to the Chintan Shivir. In this age of Information Technology (IT) and computerisation, he said, the administrative process has been made simpler and transparent, but at the same time have increased challenges and responsibilities, it being the age of globalisation, too.
