Floods creating havoc have now become the new normal. With more than 20 lives lost due to rapidly rising water levels, Kerala is in the throes of a crisis. The State has been forced to open the gates of the Idukki dam that remained close for almost 26 years. Other flood-hit States such as Assam and J&K too are taking desperate measures to control flood fury. India is far from finding a permanent solution to this annual disaster.
