Why river flood dynamics is beyond Govt's depth

The Comptroller and Auditor General of India (CAG) has rapped Delhi Government’s Flood and Control Department for failing to carry out regular topographical survey of river Yamuna to ascertain changes in annual features of riverbed due to monsoons. The CAG report tabled in the Parliament also held responsible the PWD and Flood and Control Department for inadequate preparedness for monsoon, which resulted in waterlogging at Purana Qila, Aurobindo Marg, ITO, Tilak Bridge, Anuvrat Marg, Ashram Chowk, Shanti Van, Dhaula Kuan underpass, Moti Bagh, ISBT Kashmere Gate and Jasola Road. “Both PWD and Flood and Control Departments did not have a proper mechanism to conduct surveys and identify vulnerable locations,” the CAG said. The CAG said that the audit scrutiny showed that even though Flood and Control Department had been regularly conducting annual topographical surveys on the Yamuna river up to the year 2004, it did not conduct any survey for the years 2005 to 2011 due to shortage of trained staff and surveyors except for 2008 when a private firm was hired at a cost of Rs33.20 lakh.
