After the factual report on the spending of Rs 52.71 crore on renovation of Chief Minister Arvind Kejriwal’s 6 Flag Staff Marg bungalow, the Delhi Government Vigilance Department has issued show cause notice to seven Public Works Department (PWD) engineers, including Abhishek Raj, Superintendent Engineer (C&ND), Executive Engineer Vinay Choudhary, Ashok Kumar, Chief Engineer and asked them to submit their reply within 15 days. The show cause has been served through Secretary (PWD).
In the notice, the Vigilance Department directed them to explain as to why disciplinary action should not be initiated against him as per relevant rules/ laws/ manuals/ circulars/ CVC guidelines etc., for the aforementioned lapses and irregularities .“The 6 Flag Staff Road bungalow exceeds far higher which is disproportionately more than the norms prescribed and it is nothing but subverting the rules as a result the budgetary resources are wasted. The PWD Engineers instead of following Rules and Regulations prescribed for General Pool Accommodation Rules notified by MoUD vide notification dated 02.07.2017 have built up a construction beyond the norms for which the Hon’ble Chief Minister of UT is not eligible,” reads the notices.
According to notices, in the past, Ministry of Urban Development vide their letter dated 02.07.2004 has also allotted Bungalow No. 03, Moti Lai Nehru Place Type VIII to the then Chief Minister on exchange basis. And whereas, it goes beyond doubt that the Hon’ble Chief Minister of Union Territory of Delhi is not eligible for having the accommodation much beyond the norms of Type VIII Bungalow.
The current Bungalow is disproportionately high to the extent that the norms for Type VIII accommodation as per O.M. No. F.No. 22011/01/2008-W.3 dated 07.08.2013 of Ministry of Urban Development guidelines,” it said.
It said that Delhi Chief Minister comes much below the Cabinet Minister of Union of India and Chief Minister of a full fledged State. He is eligible only for residences below Type VIII accommodation.
