A special cell would be formed in Haryana to monitor pollution level in the State. Also, the Transport Department is coming up with a software for auditing and assessing Pollution Under Control (PUC) Certification for vehicles.

A special cell equipped with tools for testing emission levels of vehicles would be constituted, a technical staff will also appoint in the cell and the Haryana State Pollution Control Board (HSPCB) would provide the financial support for this project, said a senior official.

According to the officials, the software is under process and will be made operational once National Green Tribunal (NGT) accords permission. "The software being used by pollution centres are not able to figure out that which vehicle is generating more pollution and it is not possible for us to maintain data of those vehicles.

"Once the new software is implemented, it would show the actual pollution status of the vehicle," Secretary Regional Transport Authority, Trilok Chand, said.

"The Transport Department recently conducted a drive at pollutions centres, many centres were issuing a pollution-under-control certificate without the vehicle being actually inspected and several centres, Pollution Under Check (PUC) certificates were simply issued on paying the money even without the presence of the vehicle," an official from the transport department, requesting anonymity said.

The official said the transport department is now planning to visit all PUC centres. "Transport officials will have to check vehicles as well as PUC centres and ensure that certificates are issued only after actually checking the vehicle,'' he said.

The official motor vehicle inspectors strictly monitor and are expected to check the vehicle pollution certificate issued by a PUC centre and recheck the vehicle to ensure that the certificate issued is genuine, the official added.
