Terming officers' refusal to provide answers to questions asked by MlAs despite his warning to them as an insult to the House, the Constitution and people of Delhi, Speaker Ram Niwas Goel on Monday also referred the matter to the Privilege Committee and directed it to submit the report in a month.
Soon after the House proceedings commenced on Monday, the Speaker asked legislators to read out their questions that have not been answered. Replying to the Speaker, the concerned Ministers told the Speaker that they have not provided answers to them yet.
The MlAs also told the Assembly that officers had not answered questions pertaining to reserved subjects such as land, law and order, and services.
The Speaker on Thursday had warned Principal Secretaries of revenue, education and another department of strict action as per rules if they failed to provide response to MlAs' queries by Monday.
Addressing the Assembly, Goel said that the conduct of officers (not providing answers to questions asked by MlAs) will be written in black word in the history of democracy and Delhi's politics.
"I am referring the matter to the Privilege Committee for further action. The committee is directed to submit its report within a month," he added
During the Budget Session in March this year, in a communication sent by lieutenant Governor Anil Baijal asked him not to admit questions on reserved subjects, including law and order, services and land. Miffed at a communication, Goel wrote a letter to lok Sabha Speaker Sumitra Mahajan alleging that the power of legislation is being encroached upon by lieutenant Governor.
Goel and Deputy Chief Minister Manish Sisodia, cabinet ministers and all MlAs of the Aam Aadmi Party also protested the move by putting on black bands during the House proceedings against the directive. The three-day session was extended till June 11to pass the resolution on full statehood.
