Delhi Pradesh Congress Committee (DPCC) president Ajay Maken on Wednesday said some forces are deliberately trying to create anomalies in the delimitation process of the MCD wards so that someone can file a PIl in the court and delay the MCD elections, due in 2017.
He further said the draft report on the delimitation process prepared by the Delhi Election Commission was full of flaws, in gross violation of the notification of the lt. Governor, dated September 18, 2015, which stated that “whereas boundary of a ward in a Corporation should be carved within the boundary of the Assembly constituency and shall not cross it.
According to a report prepared by DPCC on delimitation act, 60 out of 68 Assembly constituencies, boundaries have been crossed.
Makan said the DPCC will hold a demonstration outside the office of the State Election Commission on Monday, July 25 at 4 PM, demanding the rectification of the anomalies in the draft report on the MCD delimitation.
“This time the delimitation was being carried out by a one-man commission rather arbitrarily without any consultations while the last delimitation committee, constituted in July 5, 2006 consisted of multiple members — the State Election Commissioner as chairman of the committee, and additional commissioner of the MCD and a joint secretary of the Delhi Government, Urban Development Department, as members,” said Makan.
Besides, five MlAs and five Municipal Councillors were also appointed as “Associate Members” to assist the above-said committee in its task,” he added.
Giving the example of in Mehrauli Assembly constituency in South Delhi, he said that Katwaria Sarai, which is part of Mehrauli, has been shifted to the Malviya Nagar Assembly constituency; similarly Kirki Extension, which is part of the Greater Kailash Assembly constituency, has been shifted to Malviya Nagar.
In the North MCD, Jehangirpuri of the Badli Assembly constituency, part of North West Parliamentary constituency, has been divided in to the Burari Assembly constituency, which is in the North East Parliamentary constituency and Adarsh Nagar Assembly constituency in the Chandni Chowk Parliamentary constituency
He further said the draft report has also left out some historical places like Hazrat Nizamuddin in the determination of the new wards. “In some places, wards have been made in the name of booths, he added.
Maken sought the constitution of a similar kind of committee for the delimitation of the MCD wards, and the Congress would come up with concrete suggestions for the committee, so that the delimitation process is carried out in a proper manner.
