The Delhi Assembly on Monday moved a motion to constitute a Special Enquiry Committee to probe alleged financial irregularities in Delhi & District Cricket Association (DDCA) and the CNG-fitness scam.
The members of the panel include Madan lal, Rajender Pal Guatam, Alka lamba, Sanjeev Jha, Vijender Garg, Amanatullah Khan, Somnath Bharti, Saurabh Bharadwaj and Rajesh Gupta. The final resolution passed by the Delhi Vidhan Sabha was moved by AAP MlA Som Dutt to look into the irregularities within agencies dealing with cricket and hockey.
That the terms of reference of the Committee shall be to look into working, management and administration (including alleged financial irregularities) of the bodies that are entrusted with administering and managing the affairs of cricket and hockey in NCT of Delhi, to examine whether the current practices have been conducive to cricket and hockey, to recommend measures to make these administrative bodies as institutions compatible with international standards, to identify any acts of omission and commission by these administrative bodies and their office bearers during the period between January 1, 1992 and May 31, 2016 and to fix responsibility.
Also, the Committee is to examine whether such acts of omission need to be pursued and if so, in what manner and to recommend measures to turn these administrative bodies into effective and transparent institutions so that they could promote the glorious games of cricket and hockey by identifying and nurturing true talents.
It also includes that the Committee is free to decide its own procedure to fulfill the mandate given to it by the House; the Committee is free to enlarge the scope of the investigation, if needed, subject to approval of Delhi Assembly Speaker.
Also, the committee shall exercise all powers and immunities available to the existing Committees of the legislative Assembly; and that the Committee shall submit its report to Speaker before the commencement of the sixth Session of the sixth legislative Assembly.
The short duration discussion was initiated by AAP MlA Alka lamba who said that the Central Government has been trying to cover up the irregularities carried out in the DDCA.
“The renovation carried out in Feroz Shah Kotla stadium had names of three companies involved. Apparently the three companies had the same address and the person under whom the companies were named didn’t even know the full form of DDCA. It shows everything in clear light,” lamba said.
AAP MlA Jagdeep Singh also mentioned that status of Enquiry Commission set up to probe alleged the DDCA scam should be checked. “The Committee would be able to identify the wrong doings in the DDCA,” he said. AAP legislator Sarita Singh also echoed the same sentiments. “The DDCA is actually a Delhi Dacoit Association. Senior leaders have played with the feelings of children by committing wrongs in the DDCA,” she said.
leader of Opposition in Delhi Assembly Vijender Gupta, however, lashed out at the AAP MlAs and said, “If there was any corruption, how did the DDCA get the completion certificateIJ The AAP Government should look into its own wrongdoings,” Gupta said.
