The Ghaziabad Development Authority (GDA) is facing with an unprecedented shortage of officers and engineers. After BJP Government came into existence in UP, the then GDA Vice Chairman (VC) Vijay Kumar Yadav was shunted immediately and the post of VC remained unfulfilled for quite a long time.
Secretary GDA Ravendra Madhukar Godbole looked after dual charge for quite a long time. But soon the Government posted an IAS officer Kanchan Verma as the new VC, who had the experience of financial management during her posting as MD of Pradeshik Industrial & Investment Corporation of UP (PICUP) to deal with the financial complicities of the loan ridden authority.
However, the VC, who had planned her further studies from london School of Economics, opted to go to london after serving authority for over five months.
The Officer on Special Duty (OSD) DN Prasad told this correspondent that after the GDA Vice Chairperson (VC) Kanchan Verma went on study leave to london School of Economics on Monday and handed over her charge to GDA secretary Ravendra Madhukar Godbole. At present Godbole is working as acting VC and the secretary of the authority. So at present there is full time VC of the authority.
The officer, who looks after establishment, said that out of three sanctioned posts of joint secretaries (JS), at present there is no joint secretary posted here and authority is being run without any Joint secretary.
The post of chief engineer is also lying vacant after SK Dwiwedi was transferred months ago. At present superintendent engineer (SE)AK Gupta is looking after this post. Gupta is due to retire on the last day of this month. So out of two sanctioned post of superintendent Engineers, AK Gupta is looking after chief engineer’s job so only one superintendent Engineer is looking job of two SEs.
Out of ten sanctioned post of executive engineers, only four executive engineers are working here. Six executive engineers — VK Sonkar, Chakresh Jain, Ashutosh Srivastava, RS Diwakar, Kaptan Singh and RP Singh have been transferred so far from here in last month’s transfer list.
Out of 38 sanctioned posts of Assistant Engineers (AE) only 21 AEs are posted here. So the authority is short of 17 AEs.
In the same manner out of 136 Junior Engineers (JE) sanctioned posts only 136 JEs are working here. So the authority is short of 11 JEs.
