According to the Delhi Electricity Regulatory Commission (DERC) estimates of Annual Revenue Requirement (ARR) for the Financial Year 2015-16, the DISCOMS will realise a revenue surplus of approximately Rs 445 crores in the financial year.

The four DISCOMS had claimed ARR of Rs21,763 crores out of which, Rs19,115 crores has been approved by the DERC. Going by the DERC’s estimate, expected revenue to be earned at the existing tariff comes to around Rs19,651 crores, which exceeds the approved revenue requirement by Rs445 crores.

Individually, BRPl and BYPl had claimed ARR of Rs8,862 crores and Rs4,858 crores respectively. Whereas, the DERC approved Rs7,949 and Rs4158 respectively for the two Reliance-owned companies. Based on the existing tariff, the expected revenue is pegged at Rs8,042 crores and Rs4,195 crores respectively. Collectively, the two DISCOMS are expected to have a surplus of Rs129 crores.

Tata-owned TPDDl had claimed ARR of Rs6,790 crores out of which Rs5,878 crores has been approved. The revenue at existing rates for TPDDl is expected to be Rs 6,200 crores resulting in a surplus of Rs323 crores.

The NDMC, on the other hand, had applied for Rs1,253 crores out of which, Rs1,131 crores has been approved. With expected revenue to be Rs1,123 crores, the NDMC is expected to have a revenue gap of Rs8 crores.

“In case of the NDMC, the impact of FY 2013-14 has resulted into a revenue surplus at the end of FY 2013-14. Since there is only minimal revenue gap projected during FY 2015-16 which will be offset against the current surplus available at the end of FY 2013-14, thus there is no need for levy of 8 per cent surcharge in the area of NDMC,” the DERC said.

However, 8 per cent surcharge will be applicable for all consumers of BRPl, BYPl and TPDDl as they have accumulated revenue gap of Rs5,078 crores, Rs3,436 crores and Rs3,518 crores respectively. NDMC has an accumulated revenue surplus of Rs32 crores.

The expected revenue surplus of Rs 445 crores for the FY 2015-16 is expected to additionally liquidate the principal amount of the accumulated revenue gap.
