The project was conceptualised in 2007 but it was delayed to five years due to UTTIPEC and Delhi Urban Arts Commission (DUAC). In 2007, the cost of the project was estimated Rs 1,500 crore which increased to Rs 2,400 crore in 2012.

As part of the plan, the PWD is constructing three flyovers at Bhalaswa Chowk, Burari Chowk, Mukundpur Chowk and two loops at Mukundpur Chowk, an official said. A six-lane road parallel to the drain on the other side will be constructed from Sanjay Gandhi Transport Nagar to Wazirabad intersection along with a flyover to cross the drain and the National Highway-1 near Wazirabad intersection.

Three more elevated roads that will be constructed include a 3.3-km-long stretch from Anandkunj intersection to Mira Bagh T-junction, a 2.6-km-long stretch from Som Vihar intersection to Depali intersection and a 2.6-km-long stretch from Power House in Pitampura to Mukarba Chowk. To provide signal-free movement of traffic from Prembaripul to Azadpur on Ring Road, a 1.6-km-long elevated road will be constructed.
