Cong won't allow Jan lokpal Bill to be tabled in Assembly

A day after Solicitor General of India Mohan Parasaran conveyed to the Delhi lieutenant-Governor Najeeb Jung that enacting the Jan lokpal Bill without clearance from the Centre will be unconstitutional, a delegation of Delhi Congress leaders on Friday met l-G urging him to stop the Delhi Government from adopting unconstitutional measures to pass the Bill. The Congress leaders’ delegation also submitted a memorandum to him. After the meeting with lieutenant-Governor, Delhi Congress leaders Arvinder Singh lovely, who had led the delegation, said it will not allow the Delhi Jan lokpal Bill to be tabled in Delhi Assembly unless the AAP Government first obtained the necessary, constitutionally-mandated approval for it from the Centre.

According to lovely, l-G has assured that it won’t allow any Bill that is unconstitutional and illegal. Congress has requested the l-G to stop the AAP Government from going forward with its unconstitutional methods, Singh said, adding that, “The NCT Delhi Act, Section 9, empowers the l-G to direct the Assembly and Delhi Government against engaging in unconstitutional acts. In view of his malafide intentions, adamancy and stubborn attitude, we would request you to kindly consider taking recourse to Section 9(2) of the NCT of Delhi Act and send a message directing the Assembly that no Bill shall be introduced, debated and passed in respect of which the mandatory legal and constitutional provisions have not been complied with,” the memorandum said.

Meanwhile, asked if the party would consider withdrawing its support to the government, lovely said they want to give ample time to the AAP dispensation so that it may fulfil its promises. If the same Bill is introduced in the House, they would protest and won’t allow discussion on it,” he said.
