Compliance high during odd-even II: Govt

Staff Reporter

If one goes by what the Delhi Government is saying, then the rate of compliance in the second phase of odd-even car-rationing scheme is much higher compared to its first round. While around 6,768 challans were issued in the first nine days of odd-even phase I, around 5,814 challans have been issued during the same period in odd-even phase II.

“If we compare the data, rate of compliance is higher in second phase of odd-even scheme with issuance of 5,814 challans while in the first phase, there were 6,768 challans issued by concerned authorities,” a senior Government official said.

The statement from the Delhi Government comes even as it is facing wide criticism from the opposition due to “increasing” volume of traffic on roads following which it recently asked the PWD, Delhi Metro and DJB to carry out their construction and repair works at night to avoid traffic jams.

However, while during the first phase of the scheme, three agencies including Enforcement Wing of the Transport Department, Sub District Magistrates and Delhi Traffic police had been empowered to challan the errant drivers. This time around, only the Transport Department Enforcement Wing and the Delhi Traffic police are involved in the exercise.

Unlike the first phase, sub-divisional magistrates are not prosecuting motorists for violating the rules during the fortnight-long scheme this time which came into force on April 15.

Sources said the numbers of challans may be less during the second phase of odd-even scheme as SDMs are not prosecuting the errant motorists this time around.

As per data released by the Government, the Enforcement Wing and the Traffic Police have issued 2,962 challans and 2,852 challans respectively to motorists so far, while traffic police, SDMs and enforcement wing had imposed a fine on 6768 violators in the January edition.

On the first day of second round of the road-rationing plan, the Transport Department and the Delhi Traffic police had prosecuted 1,311 motorists while only 215 violators had been fined on first day of its first round implemented from January 1-15.
