Civic bodies' 'wasteful' expenditure nailed

Out of total 17 underground automated parkings approved in 2007, only one was created by three Municipal Corporations in July 2015. According to 2015 CAG report, part implementation of conventional Multi level Under Ground Parkings (MlUGPs) has resulted in wasteful expenditure of Rs3.93 crore on consultancy.

According to the CAG report, awarding of contracts and contract management were marred with irregularities, like accepting conditional bid, non-recovery of dues from contractor and not inviting fresh tenders though scope of work was changed entirely. Other than this, it is said the failure of Remunerative Projects Cells (RP Cell) to ensure compliance of terms and conditions of agreements by licensees led to mismanagement of parking sites.

In January 2007, Municipal Corporations approved a plan to set up Undeground Automated Parking Facilities at 17 locations under Public Private Partnership (PPP) mode. The Municipal Corporations entered into four agreements with three firms between July 2008 and April 2012 for setting up UGAP at four locations. However, by 2015, only one UGAP at Kamla Nagar was created even as work for the remaining 16 UGAPs never progressed.

In the underground parking at Kamla Nagar, the award for concession incorporating terms and conditions were not included in project pre-bid document. The Audit scrutiny shows that two firms submitted bids. However, the Technical Evaluation Committee for not securing the required threshold score.

The work of construction of underground parking at Shiva Market was awared at Rs43 crore and was supposed to come up in 15 months. However, the project could not be completed owing to irregular release of mobilisation advance and failure to recover dues from contractor.
