Ban on sale, purchase of W Delhi industrial plots lifted

Following the direction of the Delhi High Court, the city Government has decided to allow sale and purchase of 3,000 industrial plots that have been allotted under consolidation proceedings in the Capital.

The Delhi Government had earlier allotted industrial plots in Kanjhawala, Pooth, Kheda Khurd and Singhola villages of West Delhi under consolidation proceedings in 1996.

The sale or purchase of industrial plots was banned here. Officials of the Revenue Department told The Pioneer that the department issued a notification (No. F1 The (HQ) / Rev/2013/236) in this regard on Thursday.

The notification has come as a big relief to industrial plot holders in these villages as sale of residential plots was allowed, however, the sale of industrial plots was not allowed, despite the fact that these were allotted out of the residential plots.

Since several years, the plot holders were demanding the sale-purchase of these plots be allowed. The Industries Department had allotted 3,000 industrial plots measuring 300 meters in several villages of West Delhi to encourage small-scale industries in the city in 1996, under consolidation proceedings.

To encourage the industry, the Government issued a ban order — it will not transfer or sell, neither will amalgamate it with other lands there.

Officials say that the department had earlier decided to open sale and purchase of industrial plots in these areas, but the file was untraceable. Due to this, the process could not be initiated last year.

“The reform not only recognises the concept of industrial use, but also doesn't place any absolute bar on transfer of land also the East Punjab Holding Act does not bar or prohibit transfer of land,” said officials.

The Delhi High Court's order came on a petition filed by Subhash Chand Agarwal, challenging the Government's order of banning sale or purchase of industrial plots in these villages.
