A woman, frustrated with moving from pillar to post in quest of justice in a case of alleged sexual exploitation against her by an Additional SP Parmender Dobhal, appealed to the President and the Chief Justice of India to allow her to have mercy death. This is the only way to get respite from the psychological torment she has been undergoing, she said, while addressing a press conference here on Friday.
She asked the State Government to ensure a CBI inquiry into the case to have the accused sent to jail. She further alleged that police personnel down the line were not doing probe sincerely. According to her, she is being threatened by the accused’s aides. Police were providing her with no security despite the fact that Police Complaint Authority had directed the Dehradun and Haldwani administrations to do the same, she alleged.
She said her friendship with Dobhal had developed around two years back. He had been posted then in Haldwani. They had used to share messages and talk over cell phones. She alleged that one day the accused had drugged her before sexually exploiting her. Things continued as the accused promised to marry her soon. later, he refused, she said.
She said she had approached several police stations to lodge an FIR against the accused. However, no case was registered. Finally, she was compelled to stage a protest at Police headquarters and then a case (FIR number 259/13) was lodged under Sections 328/376 and 506 of IPC against the accused in Haldwani police station. An ex-chief minister had announced that her case would be probed by a senior officer of CB-CID and she would be provided with security, she claimed.
Initially, she was given police security, but later it was withdrawn. Moreover, her statement under 164 of CrPC was not recorded by the investigating officer. An independent inquiry has not been conducted by the police and the accused was being shielded, she alleged.
Worse, the accused was made SP Rural, Haridwar by the Government. This was because of his political connection. “Placed thus in such a predicament, I have no other option but to appeal to the President and Chief Justice to allow me to voluntarily embrace death,” she said. Additional SP was not available on his cell phone.
