UPCC virtually a 'headless' body

Rajendra S Markuna

With the central leadership of the Congress party playing its cards close to its chest over the issue of who will become the next chief of the Uttarakhand Pradesh Congress Committee (UPCC), the party’s Uttarakhand wing, has rather turned out to be a ‘headless’ body.

Uncertainty continues to persist among the state  Congress Party workers over the issue of who will be the  next party chief in the State Congress unit following present incumbent Yashpal Arya’s ‘unwillingness’ to continue in the office, admit the party insiders here. There is no motivation. The general elections are not far now, but the morale of the rank and file of the State Congress Party seems to have gone down due to the confusion that has been persisting over the leadership issue of the state Congress Party, they maintain.

If the party State president has expressed desire to quit the office, the Congress Party high command should at least drop some hints in this regard so that some clarity could be there, the party leaders add. Neither the Congress Party has accepted the resignation of the present PCC chief, nor has it cleared whether Arya would continue in the office for the time being or till the lok Sabha polls in 2014, further say the party insiders here.

The party central leadership has not accepted the resignation of the Uttarakhand PCC chief. It is also not clear whether he would continue till the general elections in 2014 or not, said Uttarakhand Congress spokesperson Shilpi Arora, while talking to The Pioneer. In this case nothing can be said as and when the Congress Party central leadership would take a

decision in this regard. Hopefully, the party central leadership would resolve this issue in  due course of time, she expressed hope. It is worth mention here that amid growing confusion over the aforesaid States leadership issue, there is also a lot of disappointment among the State  Congress workers here over the party’s central leadership’s failure to grant a date to organise a public rally in the hill State as the Opposition BJP has recently organised in the State.

However, with the State Government becoming a storm in the eyes of the public over its alleged failure to deliver to the public  and in carrying out relief operations post monsoon season, it is party workers’ demand to strike a chord with the masses through a public rally ahead of going to the polls in 2014 , further say the party activists here. But the proposed rally has already been postponed twice since October last. Now the central leadership of the Congress Party failing to settle the leadership issue of its State unit, how can we expect the party would soon organise a public rally in the State which is  long overdue, they wonder.

It may be recalled that earlier there were reports suggesting that  the Congress Party might take a decision in regard to restructuring of the party’s State unit after the completion of the assembly elections in  some of the States. Now the assembly poll process has already been over in some of the States across the country, so it is only hoped that  the wish of the State Congress activists in regard to restructuring of the State Congress Party  would soon be fulfilled.
