The State Government has initiated an enquiry on the appointments of close relatives of top officials of the Uttarakhand Technical University (UTU) in the university and the HNB Uttarakhand Medical Education University.
The Pioneer in its edition of July 16 had exposed how top university officials including the Vice Chancellor (VC) PK Garg and Registrar Vijay Juyal managed to use the agency of Uttarakhand Purva sainik kalyan Nigam limited (UPNl) to adjust their close relatives (read Daughter and Wife) on plum posts of the UTU and HNB Uttarakhand Medical Education University.
The Principal Secretary Health and Technical education, Om Prakash told The Pioneer on Tuesday that an enquiry has been set up on the issue. He said that the action would be initiated against the officials if their involvement is proved. The Pioneer is in possession of documents which clearly shows how the University officials misused their position and bypassed all established norms to favour their relatives.
It is pertinent to mention here that an obliging UPNl sponsored Divya Juyal, wife of Registrar of the UTU, Dr Vijay Juyal within a day of later sending a request for appointing Research Officer in UTU on a monthly package of `47,000 per month.
A clear attempt to hide the identity of Divya was also made as she was shown daughter of Hridayesh Kumar in the sponsorship letter. In another such act, Juyal in his capacity as Registrar of HNB Garhwal Medical University requested UPNl to sponsor candidates on the positions of System Manager and Research Officer on salaries of `40,000 per month.
An ever obliging UPNl sponsored Pooja Garg, daughter of Vice Chancellor, P K Garg on the position of System Manager. Most interestingly is the qualification for Research Officer was kept graduate only so as to adjust a 42 year old Kamlesh Negi the wife of Deputy Registrar of UTU, Satya Prakash Rawat.
These appointments were not isolated cases as last year the UTU had also appointed one Arun Kumar on the position of Assistant Controller Examination through the agency of UPNl bypassing all established norms.
Kumar broke all records and become first UPNl employee to be appointed on a monthly salary of `47,000 per month. This game of
appointments went on bypassing the government orders which insisted that top position in the universities should be filled by following a proper process.
