Serving the State police since it came into being, 87 group D employees, who were sent to Uttarakhand from Uttar Pradesh, is concerned about their future since their wait to be part of Uttarakhand Cadre is stretching long. Though they are tongue tied as they feel that their voice would fall to deaf ears, resentment brews among them.
The group of around 87 employees was sent to Uttarakhand from Uttar Pradesh in November 2000. A letter was also written to the IG rank officer, who was then officer on special duty, for allotting the Uttarakhand cadre to the employees who wished to be part of the state, an employee said. The employees, who have been working in the state since its inception, are still in quandary. “Cadre fixation is required before the retirement. If it is not done, it would cause a huge problem to the employees who would have to run from pillar to post to get the post retirement benefits. In which around 20 percent employee are in their fifties,” the employee said.
“I am in the State for more than last 12 years. I want to stay here. After so many years, if we go to Uttar Pradesh asking for our post retirement benefits, we would not get it from there. The reason, UP officials would deny it on the ground of our long services to Uttarakhand,” the employee said.
He further added that they would advise the employees to avail the benefits from Uttarakhand where they have been serving. “We are availing our salary from Uttarakhand government since we serve here. Higher authorities should take steps to involve us in Uttarakhand cadre,” another employee said.
The employees said that the deadlock also made them devoid after several benefits their counterparts were getting time to time. “This is a crucial matter for us. We want top officials to pay attention to this issue and solve it as soon as possible for sake of our elderly age,” the employee said in a beseeching tone.
Moreover, Inspector General of Police (Headquarters) JC Pandey said, “There are total 290 cases of cadre fixation. Among them, several are group D employees. Several of them belong to Uttarakhand. For fixing the cadre, after efforts, chief ministers of both the states agreed on the point that employees, wishing to live in Uttarakhand, should be given Uttarakhand cadre. Moreover, the centre set up a reorganization committee which is yet to give its approval for allotting the cadre to the employees came from Uttar Pardesh. Therefore, the cadre has not been fixed.”
