BJP leader Ravindra Jugran has filed a PIl in the Uttarakhand High Court alleging rampant corruption and violations of regulations in the three flyovers under construction in Dehradun for about three years now. In his petition, Jugran has stated that the construction of the flyovers at Balliwala, Ballupur and near ISBT is taking place on NH-72 but the State did not take permission from the Ministry of Road Transport and Highways (MoRTH) before starting the construction which is a violation of National Highway Act 1956. The three flyovers were being made without drawing-design and map, he alleged. Traffic plan survey was not conducted nor was the land tested before the construction of the flyovers was started. Even the fact that underground canals pass below the flyovers was ignored. Contrary to the conditions of the MoU signed between the State and EPIl, the length of the flyover has been decreased and its width has been narrowed from four lane to two-lane. No land has been acquired for construction of the flyovers though crores of rupees have been taken from the State Government for this purpose. Work amounting to crores of rupees was allocated to the EPIl company without inviting tenders while there is no mention of the flyovers in the master plan of the Mussoorie Dehradun Development Authority, said Jugran.
