The new admission season is over but the private school operators are continuing with their antics of harassing the hapless parents. These schools are even dilly-dallying in issuing the transfer certificates (TCs) to the students who have left the schools.
The provisions of Right to Education (RTE) clearly states that the schools should and must provide the TCs when demanded and no fee should be charged for it. In sharp contrast, the parents are forced by these schools to make many rounds of their offices for issuing TC. One of a parent of a class I student said, “I have shifted my daughter to another school this year; the new school initially admitted her but are now demanding the TC. It appears that the old school is not inclined to provide TC and for it an excuse that a TC needs to get countersigned by the education department is being given to me.”
The Vice Principal of the Doon International School (DIS), Dinesh Barthwal told The Pioneer that it is duty of the schools to get the TCs countersigned by the Block or District Education Officer and provide to the student when demanded.
The District Education Officer (DEO), Primary of Dehradun, Meharban Singh Bisht clarified while talking to The Pioneer that a TC needs to be countersigned only when the student is shifting out of the district or State.
“The process of counter sign is very simple the school concerned should send the TC and the details of the Scholar Register (SR) to the DEO or BEO office and after matching the entries of register with those provided in TC, the document is countersigned,’’ he said.
The DEO added that no school should ask for fees in lieu of TC and the department could take action against the schools if any complaint is received.
