Opposition seeks CBI probe into land 'scam'

PNS

Despite Chief Minister Vijay Bahuguna’s claim that SIIDCUl has not done anything wrong while allotting the two pieces of land in Haridwar and Pantnagar, Opposition members refused to take their seat on March 19.

Bahuguna also claimed that if Opposition brings buyer, who buys the land for Rs 300 crore, then the State would cancel the allotment with immediate effect. Although Opposition leader Ajay Bhatt outrightly rejected the CM’s statement and advocated that the Government should conduct a CBI inquiry in this land scam worth Rs 1,000 crore.

As the House assembled at 11 am and Speaker entered the House, the Opposition led by Bhatt rose from their seat and demanded CBI inquiry in land deal. Bahuguna, who could not answer the allegation made by the Opposition on March 15, because the House was not in order, did not wait and spoke amid the uproar. He categorically said that land deal between SIIDCUl and companies happened with full transparency. Prima facie, neither irregularities happened nor has the State received any complaint regarding anomaly.

He had challenged leader of Opposition Bhatt to bring a party which buys the pieces of land for Rs 400 crore on March 17, devalued the land by Rs 100 crore because on Tuesday he said that if Opposition brings party who buy the land at Rs 300 crore, then the State would cancel the bid with immediate effect. He also said that to pay the dues of sugarcane farmers, the State had taken Rs 100 crore from the SIIDCUl. With this declaration, it was revealed that the State is being funded by two agencies i.e. the Finance department and SIIDCUl. Earlier departments were seeking financial assistance from the finance department, but now they can approach SIIDCUl for financial help.

A day ago, Bahuguna had sent a written reply to Ajay Bhatt, who had given application regarding financial irregularities in the land allotment in SIIDCUl Haridwar and Pantnagar through Speaker Govind Singh Kunjwal on March 15, on March 18, in which the CM claimed that the land was earmarked for residential purpose only. For this, the SIIDCUl had given advertisement in two Hindi dailies and one English daily on September 29, 2012.

Besides it, they had also uploaded the advertisement on their official website. later, they held a Pre Bid Meeting (PBM) on October 19 and fixed the last date of bidding on October 22, but it was extended up to October 30 for bidding.

For Haridwar, three companies namely M/s SUPERTECH ltd Noida, M/s SJVN Universal construction Pvt ltd, New Delhi and M/s Antariksh Engineers Construction Corporation ltd New Delhi had participated in the bid. For Pantnagar three companies namely M/s SUPERTECH ltd Noida, M/s Surya Merchant ltd Ghaziabad and M/s Antariksh Engineers Construction Corporation, New Delhi had participated in which Antarikash had quoted Rs 2.67 crore per acre or Rs 6,600 per sq meter against the SIIDCUl price Rs 2.22 crore per acre so SIIDCUl awarded the tender to Anatariksh. In Pantnagar SUPERTECH was awarded the tender because they had quoted price of Rs 2.37 acre or Rs 5,860 per sq meter against the SIIDCUl price Rs 2.22 crore per acre.

As per the circle rate, in Haridwar the industrial land price is Rs 3,812 per sq meter or Rs 1.54 crore per acre while it is Rs 4,500 per sq meter or Rs 1.80 crore per acre only.

It means SIIDCUl had kept more than 50 percent higher price than the circle rate. The companies can’t sell the land directly to the any party because they will have to seek prior permission from SIIDCUl. So far, both companies have not sold even a single piece of land to anyone.
