Opposition MlA Madan Kaushik raised the matter about hike in registration fee in Government hospital during Zero Hour.
In which Kaushik alleged that poor people are unable to afford the expenditure of the hospital and reminded Union Health Minister Ghulam Nabi Azad’s statement that Government is planning to bring Health Service Act shortly. It was supported by leader of Opposition Ajay Bhatt, Harbhajan Singh Cheema and Adesh Chouhan.
Replying to the allegation the State Cabinet Minister Surendra Singh Negi said that a decision regarding 10 per cent hike every year was taken since 2010. Before that registration fee was hike the mere amount was Rs 3 or Rs 5 per patient.
Then a decision was taken that entire amount, which will be collected through registration fee, will be spent in same hospital but later another decision was taken that 50 per cent registration amounts will be used in the hospital and 50 per cent will be deposited in state treasury.
Although he expressed unaware about who took such decisionIJ He also agreed that health service is poor due to limited resource of the State. With this statement he made Treasury Bench vocal and Opposition members become mum.
Negi further apprised, “We have introduce child health scheme, under which school children or aganwadi students health check up will be done by the State. If anyone found having chronic disease then their treatment expense will be borne by the State only.
To ensure 100 per cent safe delivery State Government has made provision that pregnant women will be brought to the hospital free of cost by the 108 or khusiyon ki sawari or doli (lifted by four person) especially from hills where no road connectivity.
He also apprised the House that now Government has taken decision to provide generic medicine free-of-cost to the APl patient as well. Earlier only BPl patient was getting medicine free-of-cost. Earlier, State was getting 75 per cent under NRHM and remaining 25 per cent amounts was paid by the state but now State would contribute mere 10 per cent and remaining 90 percent paid by the Union Government.
