The Satyagraha of Mukesh Bahuguna being staged to pressurise the State Government on the demand for a transfer policy entered its eleventh day on Tuesday. The stir is going on at GIC Mundneshwar under Kaljikhal block. He demands that there should be a time-bound mandatory transfer law for the State Government employees in Uttarakhand.

This transfer law will not just give relief to the employees working in the remote mountainous areas, but would also provide the schools with the required teachers. Similar, would be the case with the hospitals in the hills where there is a crunch doctors and other medical staff. There is also staff crunch at the State Government offices.

Once the transfer policy comes into force, development would speed up in the remote areas and the migration, which is causing concern would stop. Bahuguna, a teacher in Government Inter College Mundneshwar and regional vice president of Rajkeya Sikshak Sangh, continues with his stir while performing duties.

Bahuguna had written to Uttarakhand Chief Minister Harish Rawat regarding his demand before he embarked on the stir on January 9 . He said he had earlier put his demand to the CM and other ministers. But what ensued was just a verbal assurance and no concrete action, he said. Expressing concern over the unimpeded trend of migration, he said that due to the population dwindling the number of Assembly constituencies are decreasing in the hills in terms of delimitation.
