For Chief Minister Harish Rawat who attracted a lot of attention while announcing a slew of popular schemes soon after taking reins of the State Government early this year, timely implementation of the same now seems a real challenge before him.
The hard fact is that out of such 92 announcements made for Nainital district, not a single project has so far reached the implementation stage. So far proposals of 60 projects have been submitted by the Nainital district administration to the Government while the rest 32 developmental projects still remain pending, as the official concerned of the Nainital district administration informed. In view of things hanging balance, Deepak Rawat, District Magistrate, Nainital, has asked them officials concerned to submit all the proposals in regard to the Chief Minister’s announcements for the district to the Government soon. At the same time, he also asked the officials concerned to clear all the forest land transfer-related matters in regard to these announcements before December 31.
However, the fact remains that the project implementation record in Uttarakhand is poor. Things are the same as regards the sport stadium which is presently under construction in Haldwani as well as international bus station proposed for Haldwani. With the State Government reaching almost halfway mark of its present tenure in office, timely implementation of such projects with which the Chief Minister himself is involved is a daunting real challenge before the CM. However, for the first time in the history of Uttarakhand, the State Government released the entire district plan funds to all the districts in single installment in the beginning of the current financial year in a bid to ensure timely implementation of the developmental projects.
It is interesting to note that the Chief Minister has dished out numerous popular measures to reach out to his electorate in a big way. Populist schemes like free of cost Chardham pilgrimage for the senior citizens and pensions scheme for the farmers across the State are among such schemes which have been introduced by Harish Rawat regime.Though the Chief Minister has stressed on the need to improve public delivery system time and again throughvarious public forums it is to be seen to what extent the State Government manages to implement the promises made to the people of Uttarakhand with time ticking by.
