Hridayesh questions transfer policy of teachers

PNS

The question marks put up by senior Cabinet Minister Indira Hridayesh on the transfer policy of teachers has brought the contentious issue  in limelight. The teachers however are of the opinion that the State Government should bring in a transfer act for the teachers in place of the flawed policy.

Hridayesh, the State finance minister and senior most member of Rawat Government, while addressing a teacher’s conference at Haldwani recently, tore into the transfer policy of the State education department.

She also termed the leadership of the teachers for not properly representing the problems of the teachers of the Government schools of the State.

State Government brought School teacher first appointment, Promotion, transfer posting (fourth amendment) guidelines 2014, (called transfer policy in popular parlance) in the month of December last year.

Chief Minister Harish Rawat brought the policy by using his personal discretion.

The General Secretary of the Rajkeeya Shikshak Sangh (RSS), Sohan Singh Majila said that the teacher organisation is of the view that the State Government should bring a teacher transfer act in place of the policy.

He said that the present policy is subjected to regular amendments by the senior officials to suit them due to which teachers face problems.

The General Secretary said that since the act would be cleared by the assembly the chances of skewing it would be reduced substantially.

One of the teachers posted in a remote area of Pauri Garhwal district, said that utterances of the Indira Hridayesh against the transfer policy are good and favor the teaching community. He however questioned as to what the senior minister did to prevent such flawed policy from getting approval of the cabinet.

However the state education Minister Mantri Prasad Naithani has defended the transfer’s policy of the teachers and claimed that it has brought the much needed transparency in the entire process of transfers.
