Expressing dissatisfaction at some departments delaying execution of announcements made by the chief minister, Trivendra Singh Rawat said that the responsibility of officials concerned will be fixed in case of negligence. Reviewing execution of his announcements, the CM said that 100 per cent of the announcements should be executed in a time bound manner.

On being informed that work on 910 out of 1,641 announcements had been completed with work underway on the remaining announcements, Rawat directed that the time of completion of work should be clearly stated. Departmental budget should be used efficiently for this work and in case of addition budgetary requirement the finance department should be informed. All secretaries should consistently monitor implementation of the announcements in their respective departments, he said.

Stating that rooftop rainwater harvesting has to be incorporated mandatorily in all government buildings, Rawat said that all departments should inform Jal Sansthan about the same within a month.

Extensive tree plantation is to be done on Harela festival in which all government officials and employees are to participate. Attempt should be made to implement colour culture in the parks to be developed in all districts. Further, the structure of the adventure activities directorate should also be prepared.

Rawat said that in each district, one river/water source is to be revived and conserved with public participation. Instead of construction, focus needs to be laid on water recharge, he said. As in the Char Dham project, facility centre should be developed on the PWD roads also. Proper toilet facilities should be developed and maintained at major tourists destinations.

Eco-parks should be developed in other places of the state on the lines of Dhanaulti eco-park. Officials informed that work has started on the Surkanda ropeway and that soon it will be started for visitors.

Rawat further directed concrete measures for resolving waterlogging in major cities. Regarding plastic waste, the CM directed PWD and Urban Development department to coordinate for recycling and use of plastic waste. Chief secretary Utpal Kumar Singh, additional chief secretary Om Prakash and other officials concerned were also present in the meeting.
