Govt releases 2nd instalment to upgrade Doon hospital

PNS

The Doon hospital is somewhat relieved by release of Rs2.15 crores as second installment of its annual budget by the medical health and family welfare department. The hospital owes more than Rs5 crores to its various vendors. The hospital administration was under extreme pressure from these vendors to clear their long pending dues and some of them had even stopped their supplies and other were following suit.

The Principal Medical Superintendent (PMS) of Doon hospital Dr R S Aswal said that the hospital would clear the dues with the released amount and request the Government to release more amounts.

The annual budget of the hospital is Rs17 Crore and the hospital has received two installments of Rs 2.15 Crores each. Interestingly the hospital had to clear a handsome sum which was due from last Financial Year (FY) from the I installment of this FY.

As of now the hospital owes Rs1.75 Crore to the medicine supplying vendors, Rs1.45 Crore to the local Purchase (lP) medicine vendor, Rs40 lakh to the food supplier, Rs30 lakh for surgical equipment suppliers, Rs20 lakh to the Uttarakhand Power Corporation limited, Rs7.0 lakh for fuel and Rs6 lakh for maintenance. Similarly the hospital owes Rs60 lakh for honorarium which it has to pay as salaries of the contractual heath, sanitation and paramedic staffs.

There are about 70 contractual sanitation employees and 19 contractual security personnel the salaries of which the hospital administration pays. The hospital is now planning to disburse the amount provided to it and submit the Utilization Certificate (UC) for release of more budget.

The local Purchase (lP) medicine supplier has stopped providing medicines to the hospital administration due to big dues. It is learnt that now the medical health and family welfare department is planning to do away with the concept of local purchase in the Doon hospital.

Though no one from the department is confirming it but top department officials are of the view that the benefit of lP is being misused by the influential people and by stopping this practice precious revenue would be saved.
