To accommodate 'hardworking' party workers in the Government in one capacity or the other comes as a renewed challenge for Chief Minister Harish Rawat who has already gone his bête noir former Chief Minister ND Tiwari's way by giving representation to maximum number of party MlAs and other senior party leaders respectively in the Government and different councils and committees.
Cutting across party ideologies, if a Chief Minister in Uttarakhand has so far succeeded to rule, that is only because of following the same yardstick of arming as many party workers or leaders with power as it can.
If former Chief Minister ND Tiwari is known for accelerating developmental works in Uttarakhand during his tenure, he is also remembered for assigning responsibilities in the Government and different committees and councils to maximum number of party workers including some lesser known party activists as 'darzadhari'.
However, former Chief Minister of Uttarakhand Maj Gen Bhuwan Chandra Khanduri could not do much such kind of exercise as he had to make a move from the Government in less than two years because of inner party politics. But his successor Ramesh Pokhriyal 'Nishank' again generously accommodated a maximum number of his party activists in different Government bodies.
To play politics of convenience, political parties may try with such kind of experiments in a State like Uttarakhand which continuously battling hard on many fronts including unemployment and migration but people of the hill state do not subscribe that kind of politics and give their verdict decisively in the elections.
For example, if in spite of its image of development oriented regime, the ND Tiwari Government was shown the door in 2007 assembly polls by the electorate of the Himalayan state, the BC Khanduri-led BJP Government (Khanduri was again given reins of Uttarakhand Government from Nishank just ahead of the assembly polls in 2012) met with the similar fate in the assembly elections in 2012. The fact of the matter is that this 'running after power image' that the respective Governments have built so far in Uttarakhand in a little over a decade has not gone down well among the people of Uttarakhand.
Yet except a few MlAs of former Chief Minister Vijay Bahuguna camp including Bahuguna, apart from some ruling party leaders, almost all MlAs from ruling Congress party and alliance partners have been given responsibilities in the present Harish Rawat Government. Now the State Government or for that matter the ruling Congress party as the state party leadership has hinted, is again planning to assign responsibilities to many such 'hardworking' party leaders in the Government.
