Digging roads sans permission adds to locals' woes

Digging of roads by construction agencies is causing inconvenience to the road users in the Sate capital. Statistics revealed that digging of roads has caused an increase in accident cases especially during night, when road users are likely to be unaware of the condition of the road.

After light to moderate rainfall being reported in the city, the condition of dug up patches of roads has become worse causing problems to residents in the locality and other road users.

All roads which have been dug up earlier need to be filled in and repaired at least two weeks before the monsoon season, said Keval Vihar, a resident Sohan Bisht.

With the arrival of monsoon the district administration has strictly directed the construction agencies not to dig any roads without seeking permission from the city magistrate.

But in Dehradun, some companies dig the roads for the purpose of repairing sewerage lines and potable water lines without seeking permission from the city magistrate. Regarding the digging up of a stretch of Rajpur Road, a case under Section 3 of Prevention of Damage to Public Property Act has been registered against ADB and a company in Dalanwala police station.

A constable Vinod Kumar, posted at Hathibarkala police post had registered a case regarding the same in the police station, said Dalanwala police station in-charge inspector Anil Kumar Joshi on Friday.

Despite being given orders to stop the works by the District administration, these two construction agencies have excavated the roads at various places on Rajpur Road which is causing inconvenience to the local residents and road users. Moreover, these companies had not installed any board to warn road users of the excavation.

Dalanwala resident Ramesh Semwal said that developmental work is essential, but what also needs to be taken into consideration while digging the roads is the timing of the digging activity and the time required to complete the work. Such work which restricts the movement of the general public needs to be planned well in advance. It has been seen that many a times the roads are dug even during monsoon season. All road-digging activities should come to a halt a fortnight before the scheduled commencement of the monsoon season, he added.
