DAV to implement lyngdoh panel recommendation

PNS

Despite assurances, the DAV (PG) College administration had failed to implement the lyngdoh Committee recommendations in the previous students’ union elections in the college. However, this time, the administration claims that it has resolved to implement it strictly.

“The polling of students’ union election in the DAV (PG) College will be held on September 10 while the results will be declared on September 11”, said college election officer, Dr RK Pathak while interacting with the media persons.

Students’ election campaign began in the college a few days back. The election officer Pathak issued the election notification on Wednesday. He said that with the issuance of the election notification, election model of conduct has been enforced.

Students’ union election in the college will be held for 12 posts- president, vice-president, secretary, joint secretary, treasurer, university students’ union representative, post graduation representative, students’ representatives from Art, Science and Commerce streams at graduation level, students’ representative at graduation level and representative of professional courses.

Pathak said the candidates can purchase nomination forms on September 2, 3 and 4 from the election office and they can file their nominations for the above-mentioned posts before the election officer from 10.30 am to 1 pm between September 3 and September 6 in the college. Candidates should submit Class X certificate, admit card and admission receipt to the election officer at the time of filing nomination. One can register complaint regarding the election between 3 pm and 5 pm on September 6. The final list of candidates will be declared by September 7. Polling will be held between 9 am and 2 pm on September 10 and counting of votes will begin from 9 am on September 11 and will continue till its completion. Voters have been advised to carry admit cards on the polling day as those having the admit cards will be allowed to enter the college and cast votes at polling booth in the college.

As per lyngdoh committee recommendation and High Court’s directives on the students’ union elections, no outsider would be allowed to involve themselves in the election process.  The administration can take stringent action against such persons if they are found violating the order.

A candidate can spend up to Rs5, 000 in the form of election expenditure. The candidates will have to submit election expenditure details within two weeks after declaration of notification to the election officer. Election can be called void if the candidates exceed the election expenditure bar beyond the amount thus pegged up- Rs5, 000.

Invoking the lyngdoh committee recommendations, the college election officer said the candidates who have no past criminal record would be allowed to contest the election. They are asked to desist from personally vilifying the rivals.  The campaign should be focused on policies and programmes meant to address the students’ aspirations instead. No one should take recourse to alluding disparagingly to the rivals on caste and communal lines.  Candidates should use handmade posters and banners in their election campaign. Such posters should be pasted in those places the election officer has demarcated.  Taking election campaign outside the college or university precincts has been strictly prohibited. Pasting posters and putting banners on the government and the private buildings by the candidates would amount to violation of the election norms. A five- member grievance committee to be headed by Dean, Social Welfare would be formed to redress the complaints as registered by the candidates.
