Promising one job per household for youth aged between 18 and 25 years by 2020, a Rs 2,500 monthly dole for 36 months till securing of employment and skill training with stipend for youth, the Congress party launched ‘Har Sangh Harda’ (Harda with All), its flagship election programme here on Friday. The programme was launched at the Congress Bhawan by Pradesh Congress Committee president and party’s Sahaspur candidate, Kishore Upadhyay along with All India Congress Committee member Kumari Selja and other party leaders.

This initiative, which is part of the chief minister Harish Rawat’s nine Sankalp (resolution) and is aimed at facilitating one job per houselhold by 2020 to all youth aged 18 to 35 years, skill training with stipend and also an unemployment allowance of Rs 2500 per month for a period of up to 36 months which will be provided through a ‘Berozgari Bhatta Card’

“This is not a mere promise, but a commitment - our resolve to empower the of youth in Uttarakhand by  making them self reliant,” said Upadhyay. The PCC chief had earlier launched the campaign in Sahaspur constituency with a mass registration drive enrolling youth and providing a unique ID through which the “Berozgari Bhatta Card” can be activated.

To activate the card, the youth will SMS the Unique ID Number from his/her mobile to reeive a four-digit code, which they will write at the back of the card.  On activation, this card will ensure that the bearer can reach out to the government (once constituted) for skill  training and unemployment allowance.

Addressing the media, Kumari Selja who is also the party’s screening committee chairperson said, “Instead of waiting for the government to be formed, we are already in the process of preparing the road-map for the next Government so that we implement such initiatives on a mission mode. The state’s people have faith in the CM Harish Rawat, for whom this is a personal commitment,” she added. On the occasion, a computerised facility election control room was inaugurated at the Congress Bhawan by Selja, Upadhyay along with other party leaders and workers. PCC chief spokesman Mathura Datt Joshi informed that speaking on the occasion, Selja lambasted the BJP-led Central Government accusing it of taking the country “backwards by years” with its demonetisation step. Appreciating the repair and reconstruction works done by the Congress-led State Government following the June 2013 disaster, she opined that major effort had been undertaken to restore the Char Dham Yatra. “On the basis of the unprecedented developmental works facilitated by the government under Harish Rawat, we will be re-elected to form government in the state. Following the damage to Char Dham Yatra circuit, the BJP leaders here used to say that it would take 10 years for the pilgrimage to resume, the state government succeeded in doing the needful to facilitate the Char Dham pilgrimage for 15 lakh people in one year,” she said.
