Chief Minister Trivendra Singh Rawat has directed that an open investigation and FIR be executed instead of a confidential probe by the administration in important cases.

Further, the Vigilance director will be authorised to take cognisance of collected intelligence and suspicious cases and raid the homes or other places of the accused after the approval of the additional chief secretary, Vigilance. Further, it will be mandatory for every employee of the state to file property returns online every year. These decisions were taken in a review meeting of the vigilance department chaired by the chief minister here on Friday.

Rawat stressed on the need for strengthening the inquiry and trap systems of the vigilance establishment. Responsibility of officials should be fixed for carelessness in the trapping system.

He said that open investigation and FIR be executed instead of a confidential probe in important cases. The CM expressed dissatisfaction at various departments handing over different cases to the vigilance department after a considerable period.

He said that if a department wants to transfer a case to vigilance, this process should be completed within one year. The vigilance nodal officer in each department will be responsible for providing the required information to the vigilance department within one month.

While reviewing works of the intelligence and security department, the CM said that the intelligence set-up should be strengthened further. Consistent coordination at the police station level should be ensured for this purpose. Stressing on the need for special focus on the border areas of the state, he said that consistent coordination should also be established with residents of border areas. Fulfilling the basic requirements of people living in border areas and infrastructural development in such areas should be accorded priority. Rawat said that focus should be laid on the Centre’s border area development scheme and the state’s CM border area development scheme.

The system for monitoring social media should also be strengthened. From the view point of law and order, those spreading vicious propaganda should be identified and action should be taken against them.

Additional chief secretary Radha Raturi, director general of police Anil K Raturi, legal affairs secretary Prem Singh Khimal, home secretary Nitesh Jha, DG (Law and Order) Ashok Kumar, Vigilance ADG Vinay Kumar and IG Amit Sinha were also present in the meeting.
