PNS

The Chief Minister of Uttarakhand, Harish Rawat, attended the 116th induction training programme for IAS officers held at the lal Bahadur Shashri National Academy of Administration, Mussoorie on Friday.

While addressing the programme, Rawat asked the IAS officers to focus on performing their duties with sincerity, saying:  “The IAS officers must perform all their duties with utmost sincerity. They must generate confidence among their subordinates. There is a need to give more rights to officers working in the field. To enable this we have empowered our officers at district level. We can ensure good governance only if it is SMART (Simple Methodical, Accessible, Reliable and Transparent). This is possible through technology. The officers must not delay procedures as it delays the beneficiaries from getting the benefits of the schemes.”

This is possible through technology. The officers must not delay procedures as it delays the beneficiaries from getting the benefits of the schemes, said Harish Rawat. He further maintained saying that, “The young officers must stress on using innovative techniques so that people can get the benefit of the schemes introduced by the Government instantly. It is observed that there is unnecessary delay in procedures which spoils a lot of time. This time can be utilised for some productive work. We all will have to utilise our time properly and make the most of it.”

He said that our constitution drafters had envisioned a secular country. Sardar Ballabh Bhai Patel had envisioned that the Government must empower the civil services to implement Government schemes. Administrative people follow a system and abide by law. The Administration officers at the State level must focus on law and order and emphasise on area’s development. They must also think of ways to improve basic infrastructural facilities.  Even today basic facilities such as electricity, water and gas are not available for common people. Solution to this is only possible through collected efforts. Transparency is being encouraged. To ensure this, computerisation of all departments is being encouraged.  He added that maintenance of  law and order in the State should be the priority of administration officers.

They must work for the welfare of the State in an unbiased manner. Success of any scheme is dependent on its success at district level. Thus it is important to have better coordination between district level officers. later CM interacted with the trainee IAS officers for 30 minutes on several issues. The trainees also questioned the CM about various topics which were duly answered.

The CM distributed certificates to the participants. Present on the occasion were the Director lBS Academy Mussoorie Rajeev Kapoor, Deputy Director Jayant Singh and Jaspreet Talwar.
